EU Commissioner Signals Defeat in Battle to Win EU Approval of Anti-Counterfeiting Trade Agreement

BRUSSELS—European Digital Agenda Commissioner Neelie Kroes, waving a white flag in the effort to get the Anti-Counterfeiting Trade Agreement implemented in the European Union, said May 4 it was all but dead because of overwhelming opposition among political groups in the European Parliament.
Although the European Commission negotiated the terms of ACTA on behalf of the EU and has been its most prominent supporter, Kroes said in a speech delivered in Berlin that both the Stop Online Piracy Act in the United States and ACTA were finished. …
